The 2017 Minnesota Joint Disparity Study examined whether discrimination affects minority- and women-owned firms in the marketplace and ways to address that discrimination. Eight local and state government agencies came together to analyze whether there is a level playing field for minority- and women-owned firms. The study reviewed procurement practices within the fields of construction, professional services, goods, and other services in the public and private sector. Results of this research revealed that there are disparities for these firms as compared to white-owned firms. Furthermore, systemic issues of racism, unsolved bias, and stereotyping based on race or gender are factors that have impacted firms in receiving contracts. The Minnesota Minority Goods and Services Association (MMGSA) is working with several of these agencies to provide insight on how to more successfully engage with firms of color by removing these institutional barriers to compete. Our panel, comprised of MMGSA members, will provide an overview of the study and highlight trends in the procurement processes from some of the involved agencies. Participants will gain a broader understanding of the importance of firms of color as lead team members or project participants to produce a more equitable workforce and increased contracting outcomes.
